Fertilizer is sold in 50 kg bags, and a farmer notices when one is short. A plant bags thousands of tonnes a day, the subsidy and the invoice both run on weight, and a bagging line that drifts by a few hundred grams either gives product away or puts short bags on the market. Upstream, raw materials arrive by the truckload and move on conveyors to silos that nobody can see into.
