This white paper makes one argument: weighing accuracy is no longer the binding constraint reconciliation is. Modern calibrated weighbridges read to within about ±0.5–1%, accurate enough that the residual loss is no longer instrument error but the un-reconciled difference between origin and destination. WHERE TRANSIT LOSS HIDES

In bulk logistics, coal, cement and FMCG distribution, the decisive number is not the weight at one end it is the difference between the two ends. That difference is where shrinkage, error and theft all collect, undetected, until it is too late to recover.

Every bulk consignment is weighed at most twice: once where it is loaded, once where it is unloaded. Each weighing, on its own, produces a billable, taxable quantity. But a single weighing answers only ‘how much is here now’  it cannot answer ‘how much arrived of what left’. Only the comparison of origin and destination weights does that, and in most operations that comparison is never made automatically, consignment by consignment.

Most operators weigh diligently at one end, weigh occasionally at the other, and reconcile the two almost never which is precisely the order in which transit loss becomes permanent.

A weighbridge tells you what is on the deck. Only the comparison of two weighbridges tells you what went missing between them. Treating each weighing as an isolated transaction, rather than half of a reconciliation, is the original error.

Weighing is no longer the weak link

The instruments have caught up. The IEA Clean Coal Centre’s 2012 review of supply-chain losses reports that sophisticated belt weighers measure ‘within an error range of ±0.5%’, that OIML belt-weigher accuracy classes run from ±0.5% to ±2%, and that real-world rail weighbridges at Bharat Coking Coal were ‘calibrated and certified to within an acceptable ±1% error’. Volumetric stockpile estimation, by contrast, runs looser — laser survey about ±2%, aerial photogrammetry around 5%, empirical bulk-density calculation 5–7%. When the weighing is tight to ±1% but a consignment still arrives short, the shortfall is no longer plausibly instrument error.

What changed recently is not the scale but the data layer. Inexpensive IoT capture, automated vehicle identification and cloud logging make it feasible to bind every weighing to a specific vehicle and consignment and compare the two ends automatically the step that, in the CAG-audited era, had to be done by hand if it was done at all.

HOW A CONSIGNMENT GOES UNACCOUNTED

Lost material rarely announces itself.

None of these is dramatic on a single trip, which is exactly why an un-reconciled operation lets them compound into real tonnage and real money before anyone notices.

1 – No weighing at the origin
Where material leaves without a loading-point weighbridge — as the CAG found at the loading points of 64 of 107 audited collieries — there is no figure to compare delivery against, so transit shortage simply cannot be ascertained.

2 – Two weighings, never compared 
Both ends are weighed, but the figures live in separate records and are never reconciled per consignment, so a shortfall is invisible even though the data to detect it exists.

3 – En-route pilferage
Material is diverted between origin and destination. Even calibrated ±1% weighbridges, as the CCC/212 BCCL case shows, cannot on their own rule this out — only comparing the two weighings can surface it.

Why the fix is one reconciliation, not five workarounds

Each of these lives in the same gap: two weighings that are never bound to the same consignment and compared. TWO WEIGHING POINTS THAT AGREE

A net-difference check is meaningless if the origin and destination scales disagree by more than the loss you are hunting. The physical answer is two weighbridges, each built and calibrated to read the same truth.

Build both ends for the load, then well past it

Each weighing point has to carry the heaviest loaded vehicles in the fleet, taken repeatedly, day after day. Hindustan Scale Co.’s electronic weighbridges are built, per the manufacturer, with the entire frame in heavy-duty IS 2062 structural steel, and all load-carrying structures designed ‘keeping in mind 50% overload capacity’ so the frame withstands lateral and longitudinal stress from vehicles entering loaded to full capacity. That headroom keeps the deck linear and the reading honest under the peak, off-centre loads a real yard imposes at both ends.

Calibrate both ends to the same standard

Two scales only reconcile if they agree. The CCC/212 evidence is the proof of concept: BCCL’s rail weighbridges were ‘calibrated and certified to within an acceptable ±1% error’ — tight enough that a residual shortfall points to lost material, not disagreeing instruments. Common calibration traceable to national standards across both weighing points is what makes the net difference between them mean something.

Make the deck resist the yard, not just the load

A weighing point that drifts because of the environment cannot anchor a reconciliation. HSCo decks carry ribs welded to the top to stop vehicles skidding, two coats of Red Oxide Primer and Black Enamel, and one layer of HSCO Hydra a hydrophobic chemical coating the manufacturer states is ‘extremely resistant to Acid and other spills’. A structure that holds its geometry and finish in a coal or cement yard holds its calibration, which is what keeps the two ends comparable over months, not just on the day of installation.

Automated Number Plate Recognition (ANPR) cameras and RFID tags identify each vehicle before it reaches the deck at both origin and destination — binding every weighing to a specific vehicle and consignment without manual key-in. This is what makes the two weighings comparable: the destination figure is matched to the same trip that was weighed at the origin, so the net difference is defensible rather than contestable.

Calibrate both ends, traceably, on a schedule

A net difference is only trustworthy if both scales are traceable to the same standard. Calibration against weights traceable to national standards — performed by a NABL-accredited service with digital certificates ensures the origin and destination readings mean the same thing, so drift at one end is caught on a schedule rather than mistaken for transit loss. Weighbridges used in trade must also be verified and stamped under the Legal Metrology Act, 2009, which is what makes a reconciled shortage defensible in a billing dispute or recovery claim.
